Quran is originally revealed in Arabic. But later for the matter of understanding scholars have worked on the translation of Quran in English. Till present day no one has been able to translate the exact meaning of Quran.
(Here is) a Book which We have sent down Unto thee, full of blessings, That they may meditate On its Signs, and that Men of understanding may Receive admonition.( Verse 29 of Surah Sad)
This means that Quran communicates God message, it should be read, understood and implemented. In order to understand there should be translated so that it can be implemented. This would enable the non Muslims to read Quran as well. It reminds the Muslims there duties rights and obligations.
English in an international language thus it helps in communicating the word of Islam to all the parts of world. Now people can even learn Quran in their own language. In Quran metaphors similes, symbols, etc are used to draw a picture of things in the minds of a reader. In order to implement Islam it is necessary to understand it so that we can draw the image of a true Muslim in our minds.
